On Wednesday, the Education Committee of the Hong Kong Legislative Council continued to discuss the proposal of the Legislative Council Member, Mr Yung Hay-n, to consider whether to set up a sub-committee to study the compilation and regulation of teaching materials for kindergartens and primary and secondary schools.

  對此,提出動議的立法會議員容海恩反駁表示,成立小組的目的并不是針對通識課這項課程,而是要審視所有在通識課中使用的偏頗或失實的教材。她表示,通識教材不送審本身就有很大隱憂,學生在不完全具備辨別能力的情況下,很容易被教師及教材灌輸的政治思想影響。因此,對于教師編寫的教材必須提前審核,若發現偏頗之處應及時處理,而不是在教材已灌輸給學生后才作出投訴。

In response, the motion's member, Mr Yung Hain, retorted that the purpose of the panel was not to target the general education course but to look at all the biased or false teaching materials used in the general education course. She said there was a great deal of concern about general education materials without trial, and that students were easily influenced by the political ideas instilled by teachers and teaching materials without full discernment. Therefore, the teaching materials prepared by teachers must be reviewed in advance, and the bias should be dealt with in a timely manner, rather than after the teaching materials have been instilled in the students.

  香港立法會議員張國鈞表示,經常收到香港家長投訴教材偏頗,但卻無機制無平臺去審視問題到底多嚴重,他強調作為教師可以有自己的思想,但不應該將偏頗激進的政治思想傳播給學生。議員蔣麗蕓指出,自“修例風波”至今被捕人士中,有2000名學生涉及300多間中小學,被捕學生中最小的只有12歲;此外,有100名老師及助教被拘捕。蔣麗蕓質問反對派議員,在這樣觸目驚心的數字面前,難道還認為成立委員會監察教材是小題大做嗎?

Zhang Guojun, a lawmaker from the Hong Kong Legislative Council, said there were frequent complaints from parents of biased teaching materials, but there was no mechanism to examine how serious the problem was. He stressed that teachers could have their own ideas, but should not spread biased and radical political ideas to students. Members of the Legislative Council, Mr Chiang Lai-yun, pointed out that of the 2,000 students arrested since the storm, more than 300 were in primary and secondary schools, with the youngest being 12.   香港教育局局長楊潤雄在會上表示,全力支持立法會討論成立小組研究中小幼教材,但由于教材太多,香港教育局很難逐一作出評論,但會要求學校進行專業監察,發現相關問題后,香港教育局再跟進處理。

Speaking at the meeting, the Secretary for Education, Mr Joseph Yeung, said he fully supported the Legislative Council's discussion on the establishment of a panel study on the teaching materials for young and middle children. However, it was difficult for the Hong Kong Education Bureau to comment one by one on the number of teaching materials.

  最終建議在17票贊成,11票反對,無人棄權的情況下獲得通過。香港立法會教育事務委員會將通過設立小組,監管香港中學、小學、幼兒園的教材編制。

The final recommendation was adopted by 17 votes to 11, without abstentions. The Education Committee of the Hong Kong Legislative Council will set up a group to oversee the development of teaching materials for secondary schools, primary schools and kindergartens in Hong Kong.

  此前,就有港媒多次曝出,有別有用心者利用通識教育“不送審、無標準”的漏洞,制作出稱為“教材”的政治宣傳品,煽動學生參與“抗爭”甚至激進、違法行為。全國政協委員黃楚標表示,目前香港的動亂,充分顯示教育體系的崩潰,導致青年學生無學、無德、無禮、無義、無國亦無家。香港教育界應該痛定思痛,為平息亂局出聲出力,更要為香港的未來,勇于自我批判、自我革新。(海外網張莎莎)
